Jeanine Lehman is a licensed Texas Attorney in private practice located in
Austin, the capital of Texas. Her practice is concentrated in corporate and
business law, including but not limited to computer/high tech, corporate,
partnership, real estate, health care, administrative, banking & finance,
and general business and contract law. Her clients and customers are located
throughout Texas and several other states and include governmental and private
sector entities.
Ms. Lehman received her J.D. Cum Laude from St. Louis University School of Law,
where she received awards for first place in Moot Court (including first place
for Best Brief) and Client Counseling Competitions and placed in the top 3 % of
her class. She received her Bachelor's degree in Political Science from
Washington University in St. Louis, where she was on the Dean's List. She also
completed courses at the University of Texas School of Law and at the
University of Exeter School of Law in England. She was admitted to the Texas
Bar in 1980 and scored in the top 2 % on the bar examination.
Ms. Lehman is a prolific and accomplished writer. She writes for several
national magazines, and also writes for regional and local publications. She
has had well over 70 articles published. In 1981, Ms. Lehman's co-authored book
on Texas corporate law was published.
Ms. Lehman regularly speaks to business and professional groups. Under the
auspices of the Texas Medical Association, she taught residents at medical
societies and hospitals in five Texas cities a course on the legal aspects of
starting a medical practice. She has taught Mandatory Continuing Education
courses to Texas real estate licensees in several Texas cities.
Ms. Lehman, as a Senior Securities Analyst and Staff Attorney at the Texas
State Securities Board reviewed over a thousand proposed public offerings of
securities from legal, business and financial perspectives to determine
compliance with securities registration requirements, including a broad range
of corporate and syndicated offerings including high tech, manufacturing,
service industries, entertainment, real estate, and oil and gas. At the Texas
Office of Public Utility Counsel, she engaged in complex business litigation in
the public utility area, including electric, telephone and water cases, and in
rulemaking. In the first Texas systemwide rate case following the divestiture
rate case of Southwestern Bell Telephone Company, she was the Office of Public
Utility Counsel's lead attorney in the rate design phase of the case. In that
position, she litigated the issue of bypass of the local area network through
the use of alternative telecommunications technologies, working in close
conjunction with technical experts, including electrical engineers and
economists. (In 1989, pursuant to an Austin City Council appointment, she was
the Consumer Advocate in Austin's electric rate case.) Prior to forming her own
firm, she was associated with a San Antonio business and corporate law firm,
where she engaged in substantial commercial loan transactions for lending
institutions and borrowers, including multi-state, multi-lender loan
participations, real property acquisition, sale, development, financing and
use, securities, and business and corporate law. She has been licensed as a
real estate broker since 1980 and represents clients in numerous aspects of
real estate law matters. She represents health care industry clients
in financing of health care facilities and equipment, equipment leasing,
agreements with hospitals concerning staffing and use of facilities,
partnerships, and business and corporate matters. She represents clients in
corporate, contract and commercial & finance matters, including business
purchases and sales.
Ms. Lehman is a member of the State Bar of Texas,
the Austin Bar Association, the Austin Bar Association Health Law Section, and
has served on the American Arbitration Association's and New York Stock
Exchange's Panels of Arbitrators. She formerly served as a Hearings Examiner
for the Texas State Board of Medical Examiners, Texas Board of Chiropractic
Examiners and Texas Board of Veterinary Medical Examiners, an arbitrator for
the National Association of Securities Dealers, Inc. and was formerly a member
of the International Association of Financial Planning, Inc. (1988-89 VP of
Ethics, Public Relations, and Legislative-Regulatory Affairs, 1990-91 VP of
Programs, 1991-92 Chairman of the Board for Austin Chapter of IAFP) and Mensa
(1988-90). While at the Texas Securities Board, she served the North American
Securities Administrators Association as an Advisor to the Subcommittee on
Commodity Pool Programs, on the Real Estate Exchange Offer Subcommittee of the
Real Estate Investments Committee, and as a faculty member of a nationwide
analyst education symposium.
